We are looking for someone to lead and strengthen the team in charge of organizing the biggest women's sporting event in the world: the FIFA Women's World Cup Australia New Zealand 2023.To ensure the successful operational delivery of the ninth edition of this competition, we have set up a Local FIFA Subsidiary (LFS). Its aim is to improve the experience of over 1.1 billion people watching the FIFA Women's World Cup, by delivering innovative solutions across all operational areas.We are currently looking to recruit our Radio and Spectrum ManagerJob responsibilities
As Radio and Spectrum Manager, under the guidance of the Senior Delivery Technology Manager, you will be responsible for the successful planning, implementation and management of radio technology, spectrum planning and Mobile Network Operator integration deliverables, utilising strong technical and contract management skills, ensuring all relevant services are delivered for the FIFA Women's World Cup 2023™.Job dutiesResponsibilities inlcude:Spectrum;

Identify the spectrum service needs across the Tournament
Engage via a procurement process, a suitable Accredited Person (In Australia) and Approved Radio Engineer / Certifier (In New Zealand) contracted services to manage licence application and allocation
Work closely with regulatory authorities in both Australia and New Zealand to identify and plan all frequencies to be allocated or used by FWWC client groups during the tournament
Creation of tournament specific policy and procedure documentation
Communicating key information, milestones, etc. within the organisation and to FWWC client groups
Manage spectrum governance with the key partners, the main stakeholders and with the relevant country regulatory authority
Coordinate the implementation of the frequency plan for all these services requiring temporary frequency allocation, define the frequency provision procedure and the management of requests with the regulators and structure the organization and management control of radio equipment and monitoring on all tournament sites
Ensure that all necessary infrastructure, services and spaces required for the delivery and support of spectrum services as per FIFA requirements, are understood and effectively communicated into the venue planning process
Plan and coordinate the implementation of the Test Tag and Incident Management processes, if required
Support the development of the Technology readiness program


Ensure services are delivered at agreed service levels in line with FWWC operational support model
Identify PMR requirements, work closely with FIFA and FWWC Venue Management staff to plan the Fleet Map and validate it with all Functional Areas
Lead the procurement process for PMR equipment and services
Manage the relationship with venues regarding PMR equipment and services provision in line with the stadium agreement
Ensure that all necessary infrastructure, services and spaces required for the delivery and support of radio services as per FIFA requirements, are understood and effectively communicated into the venue planning process
Define, with partners, responsibilities, and any other operational process
Put in place the means of controlling commitments in terms of service levels, so as to organize problem-solving operations but also to facilitate any discussion with stakeholders
Support the development of the IT readiness program
Report progress, issues and risks related to Technology projects and operations, according to Technology governance processes
Support the smooth termination of sites and hand back to venue owners

Mobile Network Operators;

Ensure clear communication and understanding from MNOs regarding FIFA aims and objectives regarding mobile services with venues and other FWWC operational areas
Cooperate in collection of Telephony, and Mobile Services requirements
Support Technology Equipment Allocation Process for area of responsibilities
Foster cooperative and positive relationships with all MNO's in both countries to maximise service levels at venues
Lead liaison between MNO's and venues regarding in-venue upgrades and Distributed Antenna Systems as appropriate
