POSITION SUMMARY:
The USYS Human Resources Manager is a full-time, salaried position that is responsible for all aspects of the HR function for all full-time, part-time, and contracted employees. The selected candidate will play a key role in the success of the organization in the following areas: HR technology and application, benefits, onboarding, payroll, performance management, and special projects. The position includes a high level of teamwork, responsibility, and confidentiality. This person will also work with the USYS DEI Committee to develop and activate a long-range DEI strategic plan. The USYS Human Resources Manager will report to the CFO.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Recruiting includes the full recruiting cycle from maintaining job descriptions, posting, and reviewing applications, conducting, and coordinating interviews, and following up with candidates through offer and acceptance.
Onboarding initiates all new hire onboarding, background checks, SafeSport Certification, proper paperwork and documentation, and system set up for new employees.
Benefits all newly eligible employees are enrolled, and deductions are processed timely, works with key stakeholders to review the plan each year, ensures all applicable laws are adhered to, and serves as the point of contact for all benefits related issues for employees and participating state associations. Develops health/wellness initiatives including mental health support.
Payroll - completes bi-weekly multi-state payroll processing, including regular, bonus and supplemental payments. Maintains compliance with applicable laws regarding tax payments, garnishments, annual filings, and 403b administration.
Compliance maintains and reviews all relevant federal, state, and local requirements to maintain compliance and keeps the employee handbook updated annually. Partners with employees and management to communication HR policies, regulatory rules, etc. Maintains employee records according to best practices and legal requirements.
Employee Relations includes answering employee and manager HR concerns, employee mediations, and coordinating relevant events to recognize and reward employees. Builds positive relationships with employees, ensuring absolute confidentiality.
Safety designs, leads, and keeps all safety programs up to date and compliant. Manages all workers compensation claims and follows OSHA requirements and safety standards.
Performance Management and Compensation includes defining, developing, and supporting areas regarding compensation, performance, growth opportunities and continuing education.
Training Developing and conducting HR training sessions for staff and State Associations.
Support Providing State Associations with guidance about HR best practices.
Finance - Reviews and approves monthly invoices for benefits and other services.
Other Duties - assumes other duties as assigned.

QUALIFICATIONS AND EDUCATION REQUIREMENTS:
• Bachelor degree in business, human resources or related field is preferred.
• Requires the ability to interact effectively with people at all levels of the organization.
• Must be able to function well in a high-paced, and at times, stressful environment.
• Minimum 4 years of full HR generalist experience and knowledge required including benefits, payroll, employee relations, orientation, employment laws, and salary administration, preferably in a small-medium size company.
• Current SHRM or HRCI certification is preferred.

PREFFERED KNOWLEDGE/SKILLS/JOB QUALIFICATIONS:
• Thorough knowledge of HR regulations, employment laws, and best practices.
• Intermediate skill level with HRIS.
• Proficiency with Microsoft products.
• Positive attitude and strong work ethic.
• Strong organizational and time management skills.
• Willingness to ask questions, give their input, accept advice, and take direction.
• Experience presenting to senior leadership and conducting training sessions.
• Excellent verbal and written skills.
• Adept at problem-solving and conflict resolution.
• Proven job reliability, diligence, dedication, and attention to detail.
• Ability to travel and work weekends.
