Role description

Reporting directly to the Chief Executive Officer, an exciting opportunity has arisen for someone to join Blackpool FC Community Trust as Deputy Chief Executive Officer.


The postholder will assist the Chief Executive Officer with senior responsibilities, including.

Strategic Planning and Leadership
Financial and Business Risk
Deputise as Charity lead, in CEO’s absence
The postholder will cover the CEO in his absence

The post holder will lead on the following for the organisation.

Policy and procedure development (governance)
Culture including Equality, diversity and Inclusion
Health and Safety policy and implementation

The DCEO will also have responsibility for leading the strategic development of the Trust’s Community Programmes provision, the post holder will also be expected to manage and oversee the delivery and development of our existing Community programmes, as well as staff associated with them.


The postholder will be expected to develop existing and create new partnerships with key agencies from the public, private and voluntary sectors, to further increase and develop the range of existing activities within the Trust portfolio. Central to this role is to work with colleagues to seek and gain funding to support the work.


Blackpool FC Community Trust is the official charity of Blackpool FC, based at Bloomfield Road Stadium. Working with residents as young as 2 years old up to adults in the later stages of life, BFCCT provide a diverse range of programmes to increase social inclusion opportunities; improve physical fitness, health, and education; and lessen involvement in anti-social behaviour.

In recent years the Trust has grown significantly and has become an established organisation, providing something for everybody, that every Blackpool FC fan and resident should be involved in and very proud of.


Main Roles & Responsibilities:

Support the CEO with new strategy development and implementation
Support with business and financial risk management
Cover for the CEO in his absence, including annual leave and/or sickness
Oversee and drive all Policy development and implementation for the organisation
Develop a culture for staff and participants, that is equitable, diverse and inclusive
Lead all Health and Safety matters and policies for the Trust
To take a proactive role as part of the senior leadership team.
Support and develop a network of strategic partners for BFCCT.
Take full responsibility and accountability for shaping the strategic direction of the Trust’s Community Programmes provision.
Lead the development and delivery of designated projects and products, supporting the Managers and delivery teams associated with each area.
To work with the Premier League and English Football League Trust to develop & deliver all specific participation projects.
To ensure monitoring and evaluation of all Community Programmes projects is on track and up to date.
To support the preparation of reports on all activities and document progress against KPIs for line managers, Trustees, and funding partners.
To analyse feedback received from providers under specialised projects to ensure programmes are effectively delivered.
Implement quality standards across all relevant areas measuring against industry standards.
Attend related networks, meetings, and events, supporting partnerships and sharing good practice.
Identify new areas of work based upon insight and evidence of need.
Ensure the welfare and safety of all participants, which includes safeguarding responsibilities.
Manage staff to ensure they are up to date on project targets and have a thorough knowledge of the projects.
Support the recruitment, retention, and development of the delivery workforce.
Conduct appraisals for all staff you line manage and ensure that appraisals are completed.
Lead, manage, support, and develop all staff reporting to you. Offer advice and guidance and provide them with a challenging and enjoyable working environment.
To develop and maintain effective working relationships across the whole delivery team.
Secure funding and increase income streams to support ongoing programme delivery and sustainability.
Act as contract manager for statutory funded projects and programmes.
Work with the Chief Executive and colleagues to identify and submit relevant grants, funding applications, and tenders/bids for commissioned work.
To work with the Chief Executive Officer to ensure community programmes spend is correctly planned and on track.
Demonstrate positive attitudes and values towards others and work in a non-discriminative way.
Work alongside other team members to support in other areas of the organisation as and when required to promote best practice.
Undertake other duties and responsibilities, in line with the post.
Promote the Blackpool FC Community Trust brand and ethos in a professional, strong, and positive manner.

Personal Specification:


Qualifications

Full driving license and the use of a vehicle. (Essential)
Safeguarding (can be completed after appointment if lapsed). (Essential)
First Aid (can be completed after appointment if lapsed). (Essential)
A degree in a relevant subject. (Essential)

Knowledge

An understanding of the roles and responsibilities of a professional football club community organisation. (Essential)
Significant experience of working at a senior management/leadership level in the health and wellbeing/sports sector and involvement in strategic groups. (Essential)
Knowledge and understanding of Blackpool’s health priorities. (Desirable)
Knowledge and experience of safeguarding requirements when working with vulnerable people. (Essential)
Knowledge of Blackpool FC Community Trust and the programmes delivered. (Desirable)

Skills and Experience

Five years in a senior position within a professional football club community organisation. (Essential)
Work in the charitable sector. (Desirable)
Proven experience of line managing and developing full and part time staff. (Essential)
Experience of Project management. (Essential)
Success in building relationships both internally and externally and working collaboratively with a range of partners. (Essential)
A good understanding of the national government agenda relating to health and wellbeing. (Desirable)
A proven track record of securing funding for health-related projects or initiatives. (Essential)
Track record of working with external funding agents. (Essential)
Monitoring and evaluation of programmes. (Essential)
Excellent IT skills including intermediate abilities in all MS Office programmes. (Essential)
Ability to work independently and collaboratively as a member of a team. (Essential)
Excellent verbal and written communication skills. (Essential)
Ability to build strong relationships and work collaboratively with a range of partners. (Essential)
